Woman Makes Voluntary Appearance on Arrest Warrant for Child Neglect

DrydenWire.com reported on February 28, 2017 that an arrest warrant had been issued for Angela Rogers in Burnett County Circuit Court. Rogers also had an active warrant on an older Burnett County Circuit Court Case.

Angela Rogers made a voluntary appearance in Burnett County Circuit Court late last week, according to public record.

On March 2, 2017, Rogers appeared in Court voluntarily to address her two active arrest warrants. Those warrants have been canceled by the court and she is now under the conditions of a $5,000 signature bond in both cases.

Public record shows that Rogers has relocated to Spooner, WI and is scheduled to appear again in Burnett County Circuit Court on March 8, 2017.

Rogers faces 8 Counts of Misdemeanor Child Neglect and 10 Counts to Misdemeanor Issuance of Worthless Checks.

Burnett County Issues Arrest Warrant for Woman Charged With Child Neglect

An Arrest Warrant has been issued on February 28, 2017, by Burnett County Circuit Court for Angela Michelle Rogers.

According to the Criminal Complaint received and reviewed by DrydenWire.com, Angela Rogers is charged with 8 counts of Child Neglect.

The complaint states that on February 1, 2017, the Burnett County Sheriff's Office responded to a residence on Spruce Road, in the Town of Rusk, Burnett County for a welfare check on children reported to be living there.

A Burnett County Sheriff's Deputy made contact with Angela Rogers and confirmed she was the only adult living in the residence, along with her 8 children, ages 1-year old through 13 years old.

The Deputy entered the residence and saw a large mattress placed on the floor next to a couch. The complaint states further that there was garbage scattered around on the living room floor and furniture along with old food and clothes as well as wires hanging from the living room ceiling, with bugs flying around the wires.

The criminal complaint continues, stating that the Deputy found that the kitchen area also had old food, garbage, as well as dirty dishes on the counters and floor. No area of the kitchen was clean enough to prepare food, and the refrigerator was extremely dirty inside and contained old food.

When the Deputy moved to other areas of the residence, he found that the hallway floor and bedroom floors were also strewn with items of clothing, making it impossible to walk without stepping on the clothing. Rogers told the Deputy that she had been sleeping in the living room along with all 8 of her children.

At that time, the Deputy advised Rogers that these were unfit living conditions for her children and that she needed to address this and clean the residence.

On February 21, 2017, a Burnett County Health & Human Services Social Worker met with a Burnett County Sheriff's Office Detective, states the criminal complaint. At this time documents and photographs were provided to the Sheriff's Office based on reports from Public Health who visited Angela Roger's residence on February 2, 2017, and again on February 13, 2017. These reports indicated a high probability of cross contamination within the home as well E. coli.

Public Health also reported that the residence's toilet was overflowing with feces; the kitchen sink was full of standing water with a film on top of the water; the kitchen floor under the sink and refrigerator was covered in a black, sticky substance; and that the entire residence was filled with the odor of urine, feces, and rotting food.

An abatement order was issued, deeming the property uninhabitable until the toilet, shower, and both bathroom and kitchen sinks were in working order.

Angela Rogers also had advised Health and Human Services workers that the sewer had backed up in the basement at some point in time and that was never cleaned up (resulting in a silt-like substance found to be covering the basement floor), the criminal complaint continues. Roger further stated to workers that the residence had been without running water since May of 2016.

Angela Rogers also has an active arrest warrant on another Burnett County Circuit Court Case charging her with 10 counts of Issuance of Worthless Checks.
