WASHBURN COUNTY — A 17-year old Spooner, WI man has been charged with sexual assault of a 13-year-old female.

According to a criminal complaint filed in Washburn County Circuit Court, Allan Dahl, age 17, has been charged as an adult in Criminal Court with Class C Felony Sexual Assault of a Child Under 16 Years of Age, and Misdemeanor Exposing Genitals.

The criminal complaint states that Spooner Police Department received a report of the alleged sexual assault. The female stated that there were two assaults, occurring approximately two weeks apart, late in 2017.

The female went on to state that during the first alleged assault, Dahl pushed her down onto a bed and had intercourse with her. She stated that she told him to stop, but he did not stop until he heard someone coming.

The female told investigating officers that on the incident of the second alleged assault, she woke up during the night because she was in pain, and discovered that Dahl was having intercourse with her.

The criminal complaint goes on to state that the victim also told investigating officers that she told Dahl to stop during both assaults and tried to push him away, but that it didn’t work and then she froze up and felt paralyzed.

Investigating officers interviewed Dahl, and the criminal complaint states that Dahl allegedly admitted to touching the victim in a sexual manner, but denied having intercourse with the female.

If convicted of the charge of Class C Felony Sexual Assault of a Child Under 16 Years of Age, Dahl could face a maximum penalty of 40 years imprisonment or a maximum fine of $100,000 or both. A conviction on the charge of Exposing Genitals could result in a maximum penalty of 9 months imprisonment, a maximum fine of $10,000 or both.

Pursuant to the direction of the Wisconsin Supreme Court, as found in Supreme Court Rule 20:3.6, Trial Publicly, you are advised that a charge is merely an accusation and that a defendant is presumed innocent until and unless proven guilty.
