The Wisconsin Department of Transportation (WisDOT) is providing a weekly update on construction projects in the northwest region, which includes the counties of Ashland, Barron, Bayfield, Buffalo, Burnett, Chippewa, Clark, Douglas, Dunn, Eau Claire, Jackson, Pepin, Pierce, Polk, Rusk, Sawyer, St. Croix, Taylor, Trempealeau and Washburn counties.
Northwest Region Pavement Project
This project will take place in various counties at various locations. This excerpt will be updated weekly with the locations that have been impacted in the last week, and the locations that will be impacted in the following week.
- Highways: US 63
- Counties: St. Croix
- Schedule: July 27 to October 2019
- Cost: $1.3 million
- Description: Crews will travel to multiple counties to perform pavement marking.
- Traffic Impacts: Motorists can expect to encounter a moving single lane closure for pavement marking on various highways.
- Anticipated Work Schedule: Crews will perform long line pavement marking on US 63 near Baldwin next week.

- Counties: Jackson
- Schedule: July 27 to October 2019
- Cost: $1.3 million
- Description: Crews will travel to multiple counties to perform chip sealing.
- Traffic Impacts: Motorists can expect to encounter a moving single lane closure for chip sealing on various highways.
- Anticipated Work Schedule: Crews will perform chip sealing operations on US 10 in Jackson County next week. Fog seals will performed on WIS 124, US 10, WIS 27, WIS 121 and WIS 73.
Ashland County
Highway: WIS 118 and WIS 112
- Location: Benoit through WIS 112, from Ashland Bayfield Road to WIS 112 and Marengo, WIS 118 to US 2
- Schedule: July 29, 2019 to October 2019
- Cost: $2.9 million
- Description: Proposed improvements include milling deteriorated asphalt surface, and CIR (cold-in-place recycling) of asphalt pavement followed by HMA (hot-mix-asphalt) resurfacing. The project also includes improvements to shoulders, curb and gutter, sidewalk, pedestrian signals, rumble strip installation, signing and pavement marking.
- Traffic Impacts: Beginning August 12, WIS 112/118 will have lane restrictions using flagging operations under traffic. Lane restrictions will be no longer than one mile. These restrictions will occur only during daylight hour from 6 am to 8 pm from Monday to Saturday. All side roads and driveways will be accessible.
Barron County
Highway: South Main Street
- Location: Red Cedar River Bridge, Rice Lake
- Schedule: Sept. 17, 2018 to October 2019
- Cost: $3.2 million
- Description: Crews will replace the Red Cedar River Bridge. Construction will be completed in two stages.
- Traffic Impacts: Main Street is open to two-way traffic with stage two traffic controls.
Bayfield County
Highway: WIS 13
- Location: County A to Bayfield county line
- Schedule: July 22 to August 2019
- Cost: $1.7 million
- Description: The project involves chip sealing and fog sealing with pavement marking.
- Traffic Impacts: Work will be performed using moving single-lane closures with flagging during daylight hours only; two-way traffic will be maintained at night. WIS 13 and connecting side roads will be open to two-way traffic during all times when work is not being performed.

- Location: County A to Lake Avenue
- Schedule: July 26 to August 2019
- Cost: $1.7 million
- Description: The project involves chip sealing and fog sealing with pavement marking.
- Traffic Impacts: Work will be performed using moving single-lane closures with flagging during daylight hours only; two-way traffic will be maintained at night. WIS 13 and connecting side roads will be open to two-way traffic during all times when work is not being performed.
Highway: WIS 13
- Location: Tewilliger Creek Bridge
- Schedule: August 5 to October 2019
- Cost: $808,000
- Description: Work being done on the project includes concrete and asphalt resurfacing, curb and gutter improvements and pavement marking.
- Traffic Impacts: WIS 13 will be open with a shoulder closure.
Bayfield and Sawyer counties
Highway: US 63
- Location: Between County M and Larsen Road, near Seeley and Cable
- Schedule: July 8 to October 2019
- Cost: $3.8 million
- Description: The project involves CIR recycling of existing pavement, HMA overlay, signing, pavement marking and beam guard. Three culvert pipes will be replaced. Curb, gutter and storm sewer will be replaced in Seeley.
- Traffic Impacts: US 63 is open. Lane use will be restricted with flagging operations.
Buffalo County
Highway: WIS 35
- Location: Mississippi River tributary bridges, Trempealeau to Fountain City
- Schedule: April 25 to September 2019
- Cost: $2.8 million
- Description: The project includes bridge replacement, concrete approach slabs, base aggregate dense, asphaltic pavement, grading, beam guard placement, restoration and all incidental items.
- Traffic Impacts: Traffic will be controlled via temporary traffic signals for all three single lane closures.
Highway: County S
- Location: US 53 near Chippewa Falls
- Schedule: May 14 to August 2019
- Cost: $1 million
- Description: This project consists of reconstructing County S between US 53 and County Q.
- Traffic Impacts: County S is open to traffic. Traffic is operating on the permanent respective sides of the median while work is completed in the median.
Burnett County
Local Road: North Fork Clam River Bridge
- Location: City of Shell Lake, T Roosevelt and Bakker Road
- Schedule: August 13 to October 9, 2019
- Cost: $260,000
- Description: Work to be performed includes asphalt resurfacing, signing and bridge replacement.
- Traffic Impacts: Heart Lake Road and Bakker Road will be closed at the bridge. The following locations will be open:
- Heart Lake Road east of Bakker Road
- Bakker Road north of Heart Lake Road
- The intersection of Heart Lake Road and Bakker Road
Chippewa and Rusk Counties
Highway: WIS 40
- Location: Chippewa to Rusk county line to US 8, city of Bloomer to village of Bruce
- Schedule: July 23 to September 2019
- Cost: $4.8 million
- Description: Work to be performed includes asphalt resurfacing, pavement marking and signing.
- Traffic Impacts: During work hours, traffic will be reduced to one lane with use of flagging operations, and one 12-foot travel lane will be maintained. WIS 40 will reopen to two-way traffic with 12-foot minimum travel lanes during non-working hours.
Chippewa and Eau Claire Counties
Highway: US 53
- Location: I-94 in Eau Claire to 40th Avenue in Lake Hallie
- Schedule: July 15, 2019 to September 2019
- Cost: $818,500
- Description: The project consists of putting polymer overlay down on bridge decks.
- Traffic Impacts:
- River Prairie and all US 53 ramps will remain open, except for single-lane closures on River Prairie Drive between 8 p.m. and 9 a.m. to complete overlay work on the bridge.
- There will be single-lane closures on northbound US 53 between Golf Road and Clairemont Avenue. These will be limited to off-peak traffic hours. During closures, the speed limit will be 55 mph. Closures will be taken down from 12 pm to 7 pm on weekdays.
- A 24-hour closure is scheduled for the La Salle Street Bridge.
Clark County
Local Road: Curley Creek Avenue
- Location: County H to Panther Creek Road, town of York
- Schedule: July 22, 2019 to September 2019
- Cost: $269,000
- Description: The bridge replacement project also will include grading, base aggregate and signing.
- Traffic Impacts: Curley Creek Avenue will be closed within the project limits until September 16. No detour is posted.
Local Road: Owen Avenue
- Location: Town of Beaver
- Schedule: May 20, 2019 to August 2019
- Cost: $720,000
- Description: Crews will realign the intersection of Rock Creek Road and Owen Avenue, resurface the roads with asphalt overlay and replace a bridge within the project limits. Grading will be performed as necessary.
- Traffic Impacts: Rock Creek Road and Owen Avenue are closed to motorists within the project limits through Aug. 30. No detour is posted.
Highway: County E
- Location: County N to Willow Road, Curtiss
- Schedule: July 15 to September 2019
- Cost: $1.2 million
- Description: The road will be milled and overlaid. The project also includes concrete sidewalk and pedestrian ramps.
- Traffic Impacts: At least one lane will be open to traffic at all times. There is no detour.
Douglas County
Highway: WIS 13
- Location: County F to Engdahl Road
- Schedule: July 22 to August 2019
- Cost: $1.7 million
- Description: This is a chip seal and fog seal project with pavement markings.
- Traffic Impacts: Work will be performed using moving single-lane closures with flagging during daylight hours only; two-way traffic will be maintained at night. WIS 13 and connecting side roads will be open to two-way traffic during all times when work is not being performed.
Dunn County
Highway: I-94
- Location: Knapp Hill from 250th Street to Wilson Creek, between Menomonie and Hudson
- Schedule: November 2019 completion date
- Cost: $30.3 million
- Description: Work under this contract consists of grading, base aggregate, concrete pavement, hot mix asphalt pavement, new structures, pavement marking, signing, right of way fence, median cable barrier, beam guard, traffic control, and incidentals.
- Traffic impacts: Eastbound and westbound single lane closures are set during off-peak traffic hours. Closures will be set and removed each day. Both lanes will be open during times of heavy traffic.
- Westbound I-94 traffic is running on a temporary roadway with 12-foot lanes, 2-foot shoulders and barrier wall on both sides. Traffic will be in this configuration until early October.
- Eastbound I-94 traffic is shifted to the shoulder from County K to the east end of the project. Two lanes will be open with both lanes shifted, but intermittent closures will be scheduled during periods of off-peak traffic over the next several weeks.
- The speed limit on I-94 is reduced to 60 mph in either direction throughout the project.
- Expect intermittent flagging operations at 390th Street over the next several months.
- Currently, 650th Street and 250th Street are closed to traffic. CTH K will be closed as 250th Street is opened to traffic this coming week.
Highway: WIS 25
- Location: WIS 170 to WIS 64, near Wheeler
- Schedule: June 12 to October 2019
- Cost: $5.8 million
- Description: The project consists of a four-span bridge replacement and 5.6 miles of asphalt milling and overlay.
- Traffic Impacts: WIS 25 is closed from WIS 170 to County N. Motorists should expect daily flagging operations from County N to WIS 64 during construction. Two detours are in place:
- Detour for northbound traffic: Take WIS 170 east out of Wheeler, turn left on County S, then turn left on County N. Continue to WIS 25 and take a right to continue north.
- Detour for southbound traffic: Turn left on County N and continue until the County N-County S intersection. Take a right at County S and continue to WIS 170, turn right on WIS 170, continue on WIS 170 until its intersection with WIS 25 in Wheeler and then turn left to continue south on WIS 25.
Dunn and St. Croix Counties
Highway: I-94
- Location: Between Hudson and Menomonie, from WIS 128 to 250th Street, near Knapp and Wilson Creek
- Schedule: March 25, 2019 to November 2020
- Cost: $57.5 million
- Description: A variety of work will be performed on the roadway, including milling, paving, temporary bridge construction and utility relocation.
- Traffic impacts: East- and westbound lane closures are in effect on I-94 from WIS 128 to 160th Street.
Eau Claire County
Highway: Bartlett Avenue
- Location: City of Altoona, Bartlett Avenue from 10th Street West to 7th Street West
- Schedule: July 8 to August 2019
- Cost: $631,000
- Description: Crews will perform utility work and removals on watermain, storm sewer, and sanitary sewer structures.
- Traffic impacts: Bartlett Avenue is open to local traffic only within the project limits. Residents have access to driveways. The intersection of Bartlett Avenue and 10th Street West is closed. Traffic will be detoured utilizing Daniels Avenue, 11th Street West and Garfield Avenue.
Jackson County
Highway: WIS 54
- Location: Black River Falls to City Point
- Schedule: April 29 to August 2019
- Cost: $10 million
- Description: This project will consist of 26 miles of cold-in-place recycling, milling and hot asphalt mix overlay along WIS 54.
- Traffic Impacts: Motorists can expect minor delays caused by temporary flagging operations. WIS 54 will be open to traffic throughout the project.
Pierce Avenue
Highway: US 10
- Location: Ellsworth to Durand
- Schedule: May 28 to September 2019
- Cost: $1.7 million
- Description: Crews will reconstruct the Plum Creek Bridge.
- Traffic Impacts: Traffic has been switched onto a single-lane temporary bypass controlled by traffic signals. Motorists should expect minor delays.
Highway: WIS 35
- Location: US 63 to Coulee Creek, Hager City to Prescott
- Schedule: July 16 to October 2019
- Cost: $6.6 million
- Description: The project includes excavation, base, hot-mix asphalt, guard rail and pavement marking.
- Traffic Impacts: There will be single-lane closures with flaggers.
Rusk County
Local Road: Broken Arrow Road
- Location: Little Jump River Bridge, town of Marshall
- Schedule: July 8 to September 2019
- Cost: $426,000
- Description: Bridge replacement over the Little Jump River.
- Traffic Impacts: Broken Arrow Road is closed with no posted detour.
St. Croix County
Highway: I-94
- Location: 130th Street and Kinnickinnic River bridges, between Hudson and Baldwin
- Schedule: April 1, 2019 to July 2020
- Cost: $17 million
- Description: Proposed improvements include replacing four structures (two over 130TH Street and two over Kinnickinnic River) and roughly two miles of approach work.
- Traffic Impacts: During construction, I-94 will remain open to traffic. Closures will be maintained on the inside shoulders of westbound I-94. Speed limits are reduced from 70 mph to 60 mph when a lane is closed. Eastbound traffic has been switched to a temporary road with a posted speed limit of 60 mph; the switch is expected to remain in place until mid-November.
Trempealeau County
Highway: WIS 54
- Location: US 53 to east county line, Galesville to North Bend
- Schedule: July 15 to November 2019
- Cost: $4.2 million
- Description: The project is a nine-mile rural asphalt paving project including culvert replacement, pipe lining, subgrade improvements, guardrail, new permanent signing and pavement marking.
- Traffic Impacts: WIS 54 is open to traffic under flagging operations, and motorists should expect minor delays.
Highway: I-94
- Location: Eau Claire to Osseo
- Schedule: April 9, 2019 to October 2020
- Cost: $10 million
- Description: This is a comprehensive road improvement project. Work performed on the project will include excavation and placement of base, concrete paving, hot-mix asphalt paving, standard paving, beam guard installation, pavement marking, signing, fencing, mechanically stabilized earth wall installation and bridge replacements.
- Traffic Impacts: East- and westbound passing lane closures will be in place from 6 p.m. Monday until 11 a.m. Thursday. Westbound traffic is now utilizing temporary lanes constructed in the median.
Highway: County P
- Location: Pigeon Falls area
- Schedule: July 8 to August 2019
- Cost: $279,000
- Description: Bridge replacement project over Big Slough Creek.
- Traffic Impacts: County P is closed at the bridge and will remain closed for the duration of the project.
Highway: County I
- Location: Eleva area, Big Creek Bridge
- Schedule: July 29 to August 2019
- Cost: $247,000
- Description: Bridge replacement project over Big Creek Bridge.
- Traffic Impacts: County I is closed between County U and the first driveway north of the Big Creek Bridge. The closure will be set until the end of the project.
Washburn County
Highway: US 63
- Location: Shell Lake to Spooner, Green Valley Road to Greenwood Avenue, Poplar Street to US 63
- Schedule: August 12 to October 2019
- Cost: $3.8 million
- Description: Work performed on the project will include resurfacing, curb and gutter replacements, signing and pavement marking.
- Traffic Impacts: Work will be performed under daily flagging operations. US 63 will remain open.
