Additional criminal charges have been filed in Burnett County Circuit Court against a Siren, WI woman, stemming from an incident on October 19, 2017, at the Siren Schools when multiple children were found to suffering from the effects of a prescription medication.
DrydenWire.com reported on November 3, 2017, that Phyllis Belille was facing charges following the incident. A second criminal complaint has now been filed, charging her with Class H Felony Deliver Schedule IV Drugs - Zolpidem (Ambien).
On October 19, the Siren Police Department was called to Siren Schools to assist with a possible overdose. School personnel had one child who appeared to be in the stages of a possible overdose, displaying symptoms such as slow reaction times and responses as having difficulty supporting his own body. At least two other children were also found by school personnel and officers to be displaying similar symptoms - stumbling and growing more and more sleepy as time went by.
According to the criminal complaints filed against Belille, the subsequent investigation revealed that Belille had provided prescription medication to the children, which they had consumed while at school.
The maximum penalty for Class H Felony Deliver Schedule IV Drugs is imprisonment for 6 years or a maximum fine of $10,000, or both. Belille also faces charges of Class I Felony Possession of Methamphetamine and Misdemeanor Possession of Drug Paraphernalia stemming from the same incident.
Pursuant to the direction of the Wisconsin Supreme Court, as found in Supreme Court Rule 20:3.6, Trial Publicly, you are advised that a charge is merely an accusation and that a defendant is presumed innocent until and unless proven guilty.

Felony Charges Filed Following Incident At Siren Schools Involving Possible Overdose

On the morning of October 19, 2017, the Siren Police Department received a call for assistance from Siren Schools. The subsequent investigation revealed that 3 juveniles within Siren Schools that morning were all under the influence of some type of sleeping medication which a 4th juvenile had allegedly obtained from an adult female who she knew.
A criminal complaint filed in Burnett County Circuit Court against Phyllis Belille, who lists a home address of Hayward, WI, states that she allegedly provided the pills to one of the juveniles who consumed some of the pills and then distributed the rest to 3 other juveniles.
The initial call received by the Siren Police Department reported that a male juvenile was at Siren Schools who appeared to be in the stages of an overdose on a substance which he referred to as “nitty” or “nifty”. The male was on the floor and some teachers were assisting him to a seated position, according to the criminal complaint. The male was displaying slow reaction times and responses but was able to provide information to officers which helped them locate the juvenile who he said he obtained the medication from. When officers searched the backpack belonging to that juvenile, they found a gem pack containing a white powdery residue.
With the assistance of Siren School personnel, officers located 2 more juveniles who were also displaying symptoms of being under the influence of some type of substance; stumbling, holding onto walls while walking, and appearing more and more tired as time went by.
Interviews with the juveniles revealed that the medication consumed by the juveniles had originally been obtained from Phyllis Rita Marie Belille, according to the criminal complaint. When officers reviewed a Facebook Messenger conversations between one of the juveniles and a Facebook profile later linked to Phyllis Belille, messages were seen which Belille had sent to the juvenile stating that Belille had sleeping pills and told the juvenile to come to Belille's room to get them.
Video surveillance footage provided to law enforcement from the Siren Schools showed the 4 juveniles entering an unoccupied room within the school. Two of the juveniles appeared to be acting as 'lookouts' as one of the juveniles handed something to each of them. As the video footage progressed, officers observed 2 of the juveniles put their hands to their mouth and then go to a drinking fountain.
The course of the investigation led officers to a residence where more controlled substances were located along with drug paraphernalia. Officers had to awaken several individuals who were inside the residence, including 2 juveniles. In a bedroom belonging to one of those juveniles, officers found a plastic baggie containing marijuana residue.
In the bedroom area where Phyllis Belille was staying, officers found a glass bubble pipe used for smoking methamphetamine, straws which had white residue inside them, and a spoon with white residue on it. Officers also learned at that time that Belille had active warrants for her arrest out of 3 different counties and she was placed under arrest.
The criminal complaint filed against Belille in Burnett County Circuit Court charges her with Class I Felony Possession of Methamphetamine and Misdemeanor Possession of Drug Paraphernalia. It is unknown to DrydenWire.com at this time if additional charges will be filed against Belille regarding the medication that the juveniles allegedly obtained from her and consumed. According to online circuit court records, Belille appeared in Burnett County Circuit Court for a bail hearing on October 20, 2017, and the court placed her on a $1,000 cash bail bond. It is believed that Belille remains in the custody of the Burnett County Jail at the time of this post.
Belille also has pending criminal charges in Burnett County Circuit Court for Misdemeanor Resisting or Obstructing an Officer from a separate incident as well as criminal cases in both Barron County and Sawyer County Circuit Courts each charging her with Misdemeanor Operating Without a Valid Driver's License.
During the search of the residence officers located an area of the residence containing items identified as belonging to a man named Jimmy Dennis. A container was located which tested positive for methamphetamine along with some gem packs. According to online circuit court records, charges of Class I Felony Possession of Methamphetamine and Misdemeanor Possession of Drug Paraphernalia have been filed against Dennis.
Multiple other criminal cases are also pending in Burnett County Circuit Court against Dennis, charging him with 2 counts of Class H Felony Take and Drive Vehicle Without Consent, 1 count of Class F Felony Burglary of a Building or Dwelling, Misdemeanor Theft of Movable Property, Misdemeanor Resisting or Obstructing an Officer, and 3 counts of Misdemeanor Issuance of Worthless Checks.
An arrest warrant has been issued for Dennis. If anyone has any knowledge of Jimmy Lee Dennis's whereabouts, they may contact the Burnett County Sheriff's office at: 715-349-2128
Officers also found a case containing marijuana in another bedroom of the residence which was identified as belonging to a woman named Chantel Saddler. Online circuit court records indicate that Saddler has been charged with Misdemeanor Possession of Marijuana.
It is not known if any additional criminal charges are to be filed against any of the other adults located at the residence at the time of this incident. The criminal complaint filed against Belille goes on to state that a referral will be made to the Burnett County Department of Health and Human Services regarding the juveniles and this incident.
