Upon approach, the Trooper detected an odor of intoxicants and observed open alcohol containers in the vehicle.

A subsequent investigation, including standardized field sobriety tests, showed the driver, identified as John Thomas Kratz, was operating a motor vehicle while under the influence of an intoxicant 5th offense, according to the WSP.

Mr. Kratz was arrested and transported to the Amery Hospital for an evidentiary test of his blood and then to the Polk County Jail.
