Charges Filed in Fatal Hit-and-Run in Burnett County

Felony charges have been filed against a Radisson, WI man, Domminic Haugen following an investigation into a fatal Hit and Run incident in Burnett County, WI in June of 2016.

According to public records obtained and reviewed by DrydenWire.com, the Burnett County District Attorney's Office has filed a Class D Felony charge of Hit and Run, Resulting in the Death of Courtney Oustigoff of Webster, WI against Domminic Haugen.

This charge was filed with a warrant for Haugen's arrest. Burnett County Sheriff's Office reports that Haugen is currently in the custody of the Sawyer County Sheriff's Office.

Burnett County Sheriff's Office issued press releases at the time of the incident (see below for full press releases) which stated that on June 15, 2016 deputies responded to a call reporting that a woman was lying injured on the side of the road on County Road X about 1⁄4 mile north of County Road B in the Town of Dewey. Investigators determined that the woman's injuries were consistent with having been struck by a vehicle.The woman was pronounced dead at the scene and was later identified as Courtney Oustigoff.

According to the criminal complaint, the charges filed against Haugen allege that he had reason to know that he had struck someone or something and failed to stop and investigate, with the result of the incident being the death of the victim. Allegedly Haugen drove his white Dodge pickup truck to his residence after striking the victim with it, cleaned up the truck, and then put animal blood to cover up the damage.

The Wisconsin State Patrol Technical Reconstruction Unit and the Sawyer County Sheriff's office assisted Burnett County Sheriff's Office with the investigation. After Haugen's pickup truck was located in Sawyer County, a cadaver dog was brought in and gave two positive hits on the pickup truck. Tests conducted by the Wisconsin State Crime Lab indicate that fibers were found on the undercarriage of Haugen's truck which was matched to the clothing worn by the victim, Courtney Oustigoff.

Haugen also admitted that he knew he had struck a person with his truck and left the scene rather than staying to check on the person, according to the criminal complaint.

Public record shows that Haugen has open criminal cases in Sawyer County Circuit Court also. Haugen was one of five individuals arrested in Sawyer County following an investigation into a possible drug house. The Sawyer County District Attorney's Office filed four charges of Felony Manufacturing or Delivering Methamphetamine and one charge of Felony Maintaining a Drug Trafficking Place against Haugen in September 2016. In a separate Sawyer County Criminal Case, Haugen is charged with Misdemeanor Disorderly Conduct. Haugen is due back in Sawyer County Circuit Court on February 21, 2017.

Media Release - Town of Dewey, Burnett County, WI -- The public is being asked to assist investigators in identifying the vehicle and driver involved in a fatal hit-and-run of a pedestrian during the overnight hours of Tuesday, June 14th. Results of this ongoing investigation indicate that the vehicle which struck and killed 30–year old Courtney Oustigoff of Webster, WI is a truck, or possibly an SUV having high ground clearance; with damage to the undercarriage and front end of the vehicle.

Investigators request that anyone that may have been traveling in the area of County Road X and State Highway 70 between 11:00 p.m. on June 14 and 06:00 a.m. on June 15th; or anyone that has further information regarding this incident, contact the Burnett County Sheriff’s Office at 715-349-2121.

On Wednesday, June 15, 2016 at 6:11am the Burnett County Sheriff’s Office responded to a report of a female lying on the side of the road on County Rd X about 1⁄4 mile north of County Rd B in the Town of Dewey. The yet unidentified female appeared to have been struck by a northbound vehicle which has fled the scene. The female victim was pronounced dead at the scene by the Burnett County Medical Examiner. Investigation and crash reconstruction continues by the Burnett County Sheriff’s Office and Wisconsin State Patrol.

No further information will be released at this time. Anyone having information about this incident should call the Burnett County Sheriff’s Office.
