WASHBURN COUNTY -- Three criminal complaints have been filed in Washburn County Circuit Court, charging a man with multiple sexual assaults of a victim who was under the age of 16.
Thomas Foland, of Wisconsin Dells, is facing felony charges in Washburn County for sexual assault of a victim who was age 15 at the time of the assaults; Foland was 26 years old at the time of the alleged sexual assaults.
The alleged assaults occurred in July and October of 2018; including 2 incidents at a campground in Washburn County. According to the criminal complaints, Foland told the victim that if the victim told anyone about the assaults, Foland would kill the victim.
The criminal complaints contain details of the alleged forcible assaults which are too graphic to list here.
Foland is charged with 2 counts of Class B Felony 1st Degree Child Sex Assault-Contact w/Child Under Age 16-Use/Threat of Force/Violence (Actor is 18), and 1 count of Class D Felony Attempt Child Enticement.
If convicted of his charges in Washburn County, Foland faces a possible maximum sentence of 145 years confinement in state prison.
The criminal complaints state that Foland is also facing criminal charges in Juneau County Circuit Court for Second-Degree Sexual Assault of Child and Child Enticement. Foland made an initial appearance on those charges on Wednesday, October 23, and the Court placed him on a $10,000 signature bail bond. Foland is due to appear again in Juneau County Circuit Court in January 2020.
An initial appearance regarding the Washburn County charges is scheduled for Foland in December 2019.
