Convicted Sex Offender To Be Released In Chippewa County, WI, And Will Be Homeless

CHIPPEWA COUNTY — Convicted sex offender, Jay E. Fasbender, SR., will be released in Chippewa County, Wisconsin this month and will be homeless, according to a sex offender bulletin from the Chippewa County Sheriff’s Office.

The Chippewa County Sheriff’s Office, in cooperation with the Sex Offender Registration Committee, is releasing the following information pursuant to Wisconsin State Statutes 301.46(2m), which authorizes law enforcement agencies to inform the public of a sex offender's release when, at the discretion of the agency, the release of information will enhance public safety, awareness and protection.

The individual who appears on this notification has been convicted of a sex offense. Further, his criminal history places him in a classification level that reflects the potential to re-offend.

This sex offender has served the prison sentence imposed on him by the courts. The offender, under the supervision of the Department of Corrections, Division of Community Corrections, will be living in the location listed below. He is not wanted by the police at this time. This notification is not intended to increase fear, rather, it is our belief that an informed public is a safer public.

Sex offenders have always lived in our communities; but it wasn't until Act 440 (June 1997) that law enforcement is now able to share this information with the community. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Please understand that such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders derive their power through secrecy.

The Chippewa County Sheriff’s Office strives to provide the best public safety to all residents of our County. Any questions, comments, concerns can be relayed to our department.

  • 5/9/1995 – WI State Statute 948.09 Sex with a Child 16 or Older
  • 10/28/1997 – WI State Statute 940.225(3M) 4th Degree Sexual Assault x3
  • 3/4/2020 – WI State Statute 940.225(3) 3rd Degree Sexual Assault x2

Mr. Fasbender will be released on 05/23/2023 and will be homeless. Due to Mr. Fasbender’s convictions originating in Chippewa County, he will be placed on electronic monitoring inside of Chippewa County. Weekly meetings will take place regarding his residential status.

Mr. Fasbender will be under supervision with the Department of Corrections until 5/05/2027. He will be subject to Global Positioning System (GPS) during this time. He also is required to register with the WI Department of Corrections Sex Offender Registration Program for life.

Mr. Fasbender is to have no unsupervised contact with minors unless approved by the Department of Corrections, no contact with his victims, and he cannot use illegal drugs. He is to comply with standard sex offender rules and cooperate with electronic monitoring. He is required to have face-to-face contact with law enforcement for registration purposes, to comply with all requirements, and is a lifetime registrant of Wisconsin’s Sex Offender Registration Program WIDOCOFFENDERS.ORG.
