Court Sentences Man For 2022 Kidnapping, Child Sexual Assault Case

CHIPPEWA COUNTY — The Court has sentenced Trevor D. Blackburn, a Tennessee man who was charged in Chippewa County Circuit Court with Class C Felony Kidnapping, seven counts of Class B Felony 1st Degree Child Sexual Assault of a Person under 16 - Use/Threat of Force/Violence, Class H Felony Strangulation and Suffocation, and Class F Burglary following the disappearance of a 15-year-old girl in 2022.

BACKSTORY

An Amber Alert was issued after the girl was discovered missing on October 1, 2022. She was ultimately located, safe, and Blackburn was later taken into custody in Douglas County, WI. 

Multiple agencies assisted with the investigation, including the FBI, Wisconsin Department of Justice, Wisconsin State Patrol, Douglas County Sheriff’s Office, Chippewa County Sheriff’s Office, Rusk County Sheriff’s Office, Barron County Sheriff’s Office, Stanley Police Department, Chippewa Falls Police Department, Eau Claire Police Department, Superior Police Department, and Cornell EMS.

Blackburn appeared for a bail bond hearing in Chippewa County, WI, on October 4, 2022, and the Hon. Judge James Isaacson ordered a $1,000,000 cash bond.

Following his arrest, Blackburn received a federal indictment for Distribution of Child Pornography for allegedly posting a video of a minor engaged in sexually explicit conduct on a school district network.

Blackburn received additional charges in two other Chippewa County Circuit Court cases for 5 counts of Class H Felony Battery by Prisoner, 7 counts of Class H Felony Battery or Threat to Judge, Prosecutor, or Law Enforcement Officer, and two counts of Misdemeanor Criminal Damage to Property filed against him in December 2022 and August 2025.

A jury trial was scheduled in February 2026 for Blackburn in Chippewa County Circuit Court regarding the charges of Child Sexual Assault, Kidnapping, Burglary, and Strangulation and Suffocation; however, he appeared on December 17, 2025, and Judge Isaacson accepted a proposed resolution of his cases.

PLEA

Blackburn entered pleas of No Contest to the charge of Class C Felony Kidnapping and 3 counts of Class B Felony 1st Degree Child Sexual Assault of a Person under 16 - Use/Threat of Force/Violence.

Online circuit court records indicate that all remaining charges against Blackburn were dismissed and read in, along with any federal referral.

UPDATE

Blackburn appeared on March 2, 2026, and was sentenced on his convictions. Judge Isaacson ordered Blackburn to serve a total of 30 years of initial incarceration, followed by 7 years and 6 months of extended supervision. Blackburn received credit for 1,247 days already served.

Conditions of his sentence prohibit Blackburn from having contact with the victim or juvenile females. He is ordered to pay nearly $40,000 in restitution.

Blackburn is ordered to undergo sex offender treatment and is required to register as a sex offender for the remainder of his life.
