SAWYER COUNTY -- Criminal charges have been filed against Douglas Kagigebi and Justina Blackdeer in Sawyer County following an incident during which Officers seized several grams of Fentanyl.

On June 12, 2022, the Sawyer County Sheriff’s Office received a report that some occupants of the Northern Pines Inn in Sawyer County were being evicted from the hotel and it was suspected that illegal substances had been used in the room.

A Sawyer County Sheriff’s Deputy watched the evicted occupants leave the hotel premises and followed their vehicle for further observation. According to a criminal complaint filed in Sawyer County Circuit Court, the Deputy observed the suspects’ vehicle commit multiple traffic violations, including crossing the center line of the roadway.

The Deputy received notice that drug paraphernalia had been located at the hotel, and subsequently conducted a traffic stop on the suspects’ vehicle. The driver of the vehicle was identified as Douglas Kagigebi and the passenger was identified as Justina Blackdeer.

The criminal complaint states that the Deputy observed that both Kagigebi and Blackdeer were behaving in a nervous manner. The Deputy relayed information to the Sawyer County Communications Center regarding Kagigebi and Blackdeer and it was ultimately determined that both Kagigebi and Blackdeer were on probation for drug-related offenses.

Additional law enforcement responded to the scene of the traffic stop and a search was conducted of both Kagigebi and Blackdeer and the vehicle. According to the criminal complaint, law enforcement located a total of nearly 6 grams of fentanyl divided into individual gem bags, 2 syringes loaded with methamphetamine, over 50 Oxycodone Hydrochloride pills, a digital scale, additional empty gem bags, a black notebook with various names inside, and over $2,000 cash. Kagigebi and Blackdeer were taken into custody and transported to the Sawyer County Jail.

Kagigebi is charged with Class E Felony Possession With Intent To Deliver Fentanyl (<=10 G), Second And Subsequent Offense, and Class I Felony Possession Of Methamphetamine.

Blackdeer is charged with Class E Felony Possession With Intent To Deliver Fentanyl (<=10 G).

Blackdeer and Kagigebi both appeared in Sawyer County Circuit Court on June 13, 2022, and the Hon. John Yackel ordered $25,000 cash bonds for each of them.

They both appeared most recently on July 1, 2022, while in custody, for preliminary examination hearings and Judge Yackel found probable cause to bind their cases over for trial. They are both scheduled to appear again in August 2022.

Pursuant to the direction of the Wisconsin Supreme Court, as found in Supreme Court Rule 20:3.6, Trial Publicly, you are advised that a charge is merely an accusation and that a defendant is presumed innocent until and unless proven guilty.
