DCI Investigation Results In Charges Of Child Porn Possession

BURNETT COUNTY - Charges of possession of child pornography have been filed against a Siren, WI man after the Wisconsin Division of Criminal Investigation (DCI) received a referral from Homeland Security based upon a tip received from a social networking application.

Christopher Foehser, Sr. is facing criminal charges of Class D Felony Possession of Child Pornography and Class I Felony Exposing Pubic Area after DCI conducted an investigation into the tip, according to a criminal complaint filed against Foehser in Burnett County Circuit Court.

Homeland security received a tip from a social networking app regarding the possible upload of an image of child pornography. This tip was referred to DCI and investigating agents found that the IP address associated with the upload of the image was connected to a residence owned and occupied by Foehser, Sr.

When investigating agents interviewed Foehser on January 7, 2020, he allegedly admitted to viewing child pornography and uploading child pornography to the social networking app. Foehser also allegedly told agents that no one else at the residence address was responsible for anything to do with child pornography.

Online circuit court records show that Foehser posted a $5,000 cash bail bond following a hearing on January 9, 2020. Conditions of his bail bond prohibit him from using or possessing any technology with any access to the internet or having any contact with any minor children other than his own.

Foehser is scheduled to appear again in February 2020.

Pursuant to the direction of the Wisconsin Supreme Court, as found in Supreme Court Rule 20:3.6, Trial Publicly, you are advised that a charge is merely an accusation and that a defendant is presumed innocent until and unless proven guilty.
