BARRON COUNTY — On March 24, 2026, an officer with the Cumberland Police Department conducted a traffic stop on a vehicle for multiple violations. The vehicle was occupied by four individuals from Minnesota.
During the stop, one of the occupants exited the vehicle, at which time multiple items of drug paraphernalia and suspected controlled substances fell from the vehicle. The officer also detected a strong odor of marijuana emanating from inside the vehicle.
A subsequent search of the vehicle and its occupants was conducted. As a result, numerous items of drug paraphernalia and suspected illegal substances were located both within the vehicle and on the individuals. These items included over 20 glass smoking devices and other paraphernalia, as well as suspected fentanyl, cocaine, marijuana, and additional unidentified suspected controlled substances.
The following individuals were taken into custody, and the following charges are being requested:

Farrington Starnes Sr.:
- Possession of Cocaine (2nd or subsequent offense)
- Possession with Intent to Deliver Cocaine (1–5 grams)
- Possession of THC (2nd or subsequent offense)
- Possession of Drug Paraphernalia

Farrington Starnes Jr.:
- Possession of Cocaine
- Possession with Intent to Deliver Cocaine (1–5 grams)
- Possession of Drug Paraphernalia
- Possession of Schedule I or II Narcotics
- Possession of THC

Trevor Zimmermann-Martinson:
- Possession of THC (2nd or subsequent offense)
- Possession of Drug Paraphernalia
- Possession with Intent to Deliver Cocaine (1–5 grams), Party to a Crime

Rayna Charette:
- Possession of Cocaine
- Possession of Drug Paraphernalia
- Possession with Intent to Deliver Cocaine (1–5 grams), Party to a Crime
All four individuals are currently awaiting formal charges from the Barron County District Attorney’s Office.
Pursuant to the direction of the Wisconsin Supreme Court, as found in Supreme Court Rule 20:3.6, Trial Publicly, you are advised that a charge is merely an accusation and that a defendant is presumed innocent until and unless proven guilty.
