Hayward Man Gets 3.5 Years Prison on Heroin Charges

A Hayward, WI man was facing multiple felony charges in Sawyer County Circuit Court after being arrested on June 12, 2017, for involvement in the distribution of heroin in Sawyer County.

The Sawyer County Sheriff's Office issued a press release on June 29, 2017, which stated that Oakley Kagigebi and Veronica Belille, had both been arrested following an investigation into heroin distribution in Sawyer County.

Online circuit court records show that 3 counts of Class F Felony Manufacture/Deliver Heroin, 2 counts of Class I Felony Maintain Drug Trafficking Place, and 1 count of Class F Felony Possess w/Intent Heroin were all filed against Kagigebi on July 7, 2017. Kagigebi had appeared in Sawyer County Circuit Court on June 14, 2017, for a bail bond hearing at which time the Court had placed him on a $5,000 cash bond.

Kagigebi appeared most recently on October 3, 2017, regarding his felony charges and the court accepted his plea of no contest to 1 count of Class F Felony Manufacture/Deliver Heroin, and 1 count of Class I Felony Maintain Drug Trafficking Place. The remaining charges were dismissed but read in by the court.

The Hon. John Yackel ordered Kagigebi to serve 3.5 years of initial confinement for his convictions, followed by 3.5 years of extended supervision by the Wisconsin Department of Corrections. Kagigebi was granted 114 days of credit for time already served.

The Court also ordered Kagigebi to pay over $1,000 in fines and costs and complete any counseling as recommended by the Department of Corrections during his extended supervision.

Veronica Belille is charged with 1 count of Class F Felony Manufacture/Deliver Heroin, 1 count of Class I Felony Maintain Drug Trafficking Place, 1 count of Class I Felony Possession of THC (marijuana), and 1 count of Misdemeanor Possession of Controlled Substances. Belille is scheduled to have a jury trial on her charges in October 2017.

On June 12, 2017, one male suspect and one female suspect were arrested for their alleged involvement in the distribution of heroin in Sawyer County. The male suspect has been identified as Oakley C. Kagigebi age 27; the female suspect has been identified as Veronica J.S. Belille, age 26. During this investigation, amounts of heroin were purchased and seized from both Kagigebi and Belille. Both are currently incarcerated in the Sawyer County Jail.

This investigation was conducted by the Sawyer County Sheriff's Office and the State of Wisconsin Department of Justice-Division of Criminal Investigation (DCI), with assistance from the City of Hayward Police Department and the LCO Conservation Department. Prosecution is being handled by the Sawyer County Assistant District Attorney Aaron Marcoux.
