Hayward woman was sentenced to one year in the county jail and three years of probation for her 5th offense OWI and a felony charge of substantial battery in Sawyer County Circuit Court on Tuesday, November 7.
Louise Chandler, 52, of Hayward, plead no contest to the felony charges, while a charge of possession of drug paraphernalia and disorderly conduct domestic abuse with use of a dangerous weapon were dismissed and read in. Those two charges happened on two different occasions than the felony incident Chandler was convicted of.
The felony incident occurred on May 21st, 2016 when LCO Police were dispatched to a call of a fight that had occurred at the LCO Casino between Louise Chandler and her sister. Chandler had driven away from the casino in a red van southbound on Highway K.
According to the public record, Chandler was pulled over near the Pineview Funeral Home after the officer observed the van drifting in its lane of traffic from the middle of the southbound lane to the right shoulder of the roadway crossing the solid white fog line. Chandler failed the field sobriety tests and was arrested for Operating while Intoxicated, fifth offense.
Meanwhile, another officer made contact with Chandler’s sister who reported that she was struck by her sister who used a cell phone. The officer requested an EMS for the victim because the bleeding wouldn’t stop. The victim was transported to Hayward Area Memorial Hospital where she received stitches.
The victim said she and Chandler lived together. She said she had Chandler’s van and was to pick up Chandler from the casino because she was drinking. The victim informed officers that Chandler became angry with her and began arguing and struck the victim with a cell phone after which Chandler took the van and left the victim at the casino.
The Court read in Chandler's charge for possession of drug paraphernalia which stemmed from an arrest on March 7th, 2016 in which LCO Police responded to a call of a possible suicidal person, which turned out to be Chandler. LCO Police arrived at the residence and found Chandler at the back of the house. While first responders did a medical assessment, officers asked Chandler what kind of medication she was taking and she opened a drawer where they saw a grinder that had a green leafy substance. The green leafy substance tested positive for THC but weighed less than .01 grams. Officers also discovered a glass smoking apparatus and a metal smoking apparatus.
Chandler's charge of domestic abuse with a dangerous weapon was also read-in by the Court, this stemmed from an incident on April 13th, 2016 when she was arrested for once again threatening and abusing her sister as well becoming belligerent with officers who responded and refusing to comply with their orders.
Chandler's jail sentence is to begin immediately upon sentencing. She is eligible for Huber work privileges and will be subject to any requirements or conditions of the Wisconsin Department of Corrections in addition to being ordered to pay court costs and DMV fines.
