Man Charged with 4th OWI after Blood Alcohol Level 3 Times Legal Limit

A Siren, WI man whose blood alcohol level was over 3 times the legal limit is facing felony OWI charges in Burnett County Circuit Court stemming from an incident in February 2016 when the Burnett County Sheriff's Department was dispatched on a report of a vehicle stopped in a roadway with the driver passed out.

Isaac Jewell is charged with Class H Felony Operating a Motor Vehicle While Intoxicated, 4th Offense in 5 years; Operating a Motor Vehicle While Revoked, and Class H Felony Operating with a Prohibited Alcohol Concentration, 4th Offense in 5 years.

Deputies for the Burnett County Sheriff's Department located Jewell's vehicle at the intersection of Crosstown Road and South Williams Road in Burnett County, WI on February 19, 2016. When deputies attempted to wake Jewell, he did not immediately respond, according to the amended criminal complaint. An open can of Natural Light beer was in Jewell's lap and tipped over and spilled. When Jewell did finally awaken, he picked up the beer can and attempted to take a drink.

Jewell was having a hard time keeping his eyes open and his speech was slurred. The deputies on scene told Jewell to step out of the vehicle and asked if he would be willing to conduct field sobriety testing. Jewel did attempt to complete the testing, however, the amended criminal complaint states that he was having a hard time keeping his balance. Deputies decided to terminate the testing for Jewell's safety.

During a search of the vehicle, deputies located several open alcohol containers on the front passenger side floor. They also found 2 Natural Light 30-pack containers in the back of the vehicle; one was empty and the other had 1 can of Natural Light remaining.

At that time Deputies placed Jewell under arrest for OWI and transported him to the Burnett Medical Center where Jewell agreed to a blood draw for testing of his blood to determine possible alcohol concentration.

The results of that blood test show that Jewell's Blood Alcohol Concentration was 0.269 according to the lab report from the Wisconsin State Lab of Hygiene which was included with the amended criminal complaint.

Jewell was previously convicted three times for operating while intoxicated based on the following information from the amended criminal complaint:

  • September 5, 2012, from a July 27, 2012, incident charged in St. Croix Falls Municipal Court
  • February 25, 2013, from a September 20, 2012, incident charged in Burnett County Circuit Court
  • June 27, 2014, from a September 28, 2013, incident charged in Burnett County Circuit Court

A second criminal case was filed against Jewell on March 22, 2017, in Burnett County Circuit Court, according to public record, charging him with Class H Felony Bail Jumping. The details of that case are not known to DrydenWire.com at this time. He appeared On June 28, 2017, for a preliminary examination hearing on that charge.

Jewell's next scheduled court appearance is in September 2017.
