Rice Lake PD Informs Public that Sex Offender No Longer on Supervision

News Release -- The Rice Lake Police Department is releasing the following information pursuant to Wisconsin State Statute 301.46 which authorizes law enforcement agencies to inform the public of a sex offender’s release when, in the discretion of the agency, the release of information will enhance public safety, awareness, and protection. The individual who appears on this notification has been convicted of a sex offense.

This sex offender has served the sentence imposed on him by the courts. He is NOT wanted by the police at this time. This notification is not intended to increase fear. It is our belief that an informed public is a safer public. Citizen abuse of this information to threaten, intimidate, or harass registered offenders will NOT be tolerated and will be considered a criminal offense.

Sex offenders have always lived in our communities, but it was not until the Sex Offender Registration and Community Notification Law was enacted that law enforcement was able to share this information with the community. This notification allows us to work together by sharing information to enhance the public’s safety, increase community awareness regarding this offender and offer positive crime prevention suggestions.

The Rice Lake Police Department was notified by the Department of Corrections that John E. Simmons is residing at 710 S. Wisconsin Avenue, Apartment #13, Rice Lake, WI since January 17, 2017. Mr. Simmons is a sex offender registrant, but is no longer on supervision. Based on the fact that Mr. Simmons is no longer on supervision, there are no laws/rules prohibiting the registrant from living near places where children congregate or being around children unsupervised.

Conviction date: 03/18/1999

Conviction: Lewd and Lascivious Assault (Child Under 16 years of age) – 800.04 (Florida State Statute). Offender sexually assaulted a 15-year old female. Sexual assault included force and threats to harm victim and her family.

Employment: Currently unemployed

Laws pertaining to registrant: 

  • Can’t work or volunteer with children under the age of 16.
  • Can’t change his name or identify himself by another name.
  • Unlawful for registered sex offenders to be on school premises without notifying school administrator or designee.
