WASHBURN COUNTY -- The third of four people charged criminally following an inter-county law enforcement investigation into suspected drug dealing has been sentenced.

Shane M. Miller, age 48, of Spooner, WI, Brandon K. Bartle, age 33, of Spooner, WI, Kristin E. Root, age 41, of Spooner, WI, and Tomi J. Quagon, age 43, of Stone Lake, WI, were all arrested and subsequently charged in connection with a Spooner, WI, drug bust. Miller, Bartle, and Root were allegedly all residing at the Spooner, WI, residence where the search warrant was executed, and where the sales of methamphetamine were occurring.

The drug bust resulted in the seizure of a large amount of meth, other drugs, and drug paraphernalia. The Lac Courte Oreilles (LCO)Tribal Police Department, Wisconsin Division of Criminal (DCI) Investigation, Washburn County Sheriff’s Office, Spooner Police Department, Barron County Sheriff’s Department, Wisconsin State Patrol, Rice Lake Police Department, Chippewa County Sheriff’s Department, Goodhue County Sheriff’s Department (MN), St. Paul Police Department (MN), and the DEA worked in conjunction to bring this drug bust to fruition.

Root was sentenced on her criminal charges in December 2024, and Quagon was sentenced in January 2025.

Bartle’s cases are proceeding in Washburn County Circuit Court, and Miller was sentenced during a court hearing on March 30, 2026.
