WASHBURN COUNTY (DrydenWire) - A traffic stop for faulty taillights in Spooner in October 2020 has now resulted in an 8-year felony sentence for Rapheal Norvell (age 33) of East Chicago, IN. Norvell was pulled over on Highway 53, and during a consent search of his vehicle, officers located a suitcase containing a digital scale and a bag of heroin weighing more than 80 grams.
After multiple court appearances and a period during which Norvell failed to appear and an arrest warrant was issued, he was convicted of Class C Felony Possession With Intent to Deliver Heroin and sentenced in Washburn County Circuit Court on November 5, 2025.
