A Springbrook, WI woman has been charged criminally in Washburn County Circuit Court with Homicide by Intoxicated Use of a Vehicle.
A criminal complaint has been filed against Lorraine Lampert of Springbrook, WI, charging her with Class D Felony Homicide by Intoxicated Use of a Vehicle and Class D Felony Homicide by Intoxicated Use of a Vehicle with a Prohibited Alcohol Concentration.
The criminal complaint filed against Lampert states that on August 21, 2017, at around 4p, a Wisconsin State Patrol Trooper and a Deputy with the Washburn County Sheriff’s Office along with Spooner Ambulance, the Stone Lake Fire Department and various EMS personnel responded to a single-vehicle rollover crash on County Highway A near Fred Tripp Road in Stone Lake Township.
There were 2 female occupants in the vehicle, Lorraine Lampert, identified as the driver, and a female passenger, identified as Judith Ray. Ray sustained serious injuries in the crash and was transported by helicopter to a medical facility in Duluth, MN where she succumbed to the injuries and died that same day.
According to the criminal complaint an eyewitness driving behind Lampert’s vehicle had observed it picking up speed and then losing control, traveling from one shoulder of the road to the other, entering the ditch, and then striking an embankment before finally going airborne.
Wisconsin State Patrol Crash Reconstruction estimated that Lampert’s vehicle was traveling around 90 miles per hour at the start of the crash sequence.
Officers found a nearly empty bottle of liquor inside Lampert’s vehicle.
A report from the Wisconsin State Laboratory of Hygiene indicates that Lampert’s blood alcohol concentration was 0.170.
The maximum penalty for a conviction on each of the charges filed against Lampert is 25 years confinement in state prison or a maximum fine of $100,000, or both.
Lampert is scheduled to appear in Washburn County Circuit Court for an Initial Appearance in April regarding these charges.

The Wisconsin State Patrol has released the name of the person who died after a single-vehicle crash near Spooner, WI, earlier this week. The State Patrol identified the person as Judith L Ray, 54 Year Old Female From Springbrook, WI.
The details of the crash are as follows:
On 08-21-17, at approximately 4:12 p.m., a WI State Patrol Trooper responded to a one vehicle crash with injuries on County Highway A near Fred Tripp Road in Washburn County.
Upon arrival an investigation was conducted and it was determined the driver, 48 year-old Lorraine Lampert from Springbrook, WI, was under the influence of alcohol. The female passenger, 54 year-old Judith Ray from Springbrook, WI, sustained injuries and was transported to Stone Lake by ambulance and was then flown out by helicopter to a hospital in Duluth. Ms. Lampert also sustained injuries in the crash and was originally transported by ambulance to the Hayward Hospital, but then flown to a Duluth Hospital also. Prior to Ms. Lampert being flown out to Duluth, a legal blood draw was conducted and Ms. Lampert was charged with operating a motor vehicle while intoxicated causing injury.
The passenger, Judith Ray, later succumbed to her injuries sustained in this crash.
Charges for the incident will now be changed and the crash and arrest remain under investigation by the WI State Patrol.

At approximately 8:30 p.m. last night the WI State Patrol was notified that the passenger in the vehicle had succumbed to her injuries and was now a fatality.
Charges for the incident will now be changed and the crash and arrest remain under investigation by the WI State Patrol.

Upon arrival, an investigation was conducted and it was determined the driver, Ms. Lampert was under the influence of alcohol. The crash and arrest remain under investigation by the WI State Patrol. The Trooper was assisted on scene by Washburn County Deputies.
