WI Man Arrested For 7th OWI After Speeding In Construction Zone

DUNN COUNTY —  An Eau Claire, WI man has been arrested for 7th Offense OWI following a traffic stop for travelling 80 miles per hour in a 60 mile per hour construction zone, according to a press release from the Wisconsin State Patrol.

(Press Release) — Henry Lee Gapinski, 54 years of age, from Eau Claire, WI has been arrested by the Wisconsin State Patrol Eau Claire Post for operating a motor vehicle under the influence, 7th offense.

On Sunday, August 11, at 5:07 pm, Henry Lee Gapinski was stopped by a WI State Patrol Trooper for traveling 80 mph in a 60 mph zone within a construction zone.

The Trooper made contact with Gapinski and smelled the odor of intoxicants coming from the vehicle.

Gapinski was asked to perform field sobriety tests and signs of impairment were observed. Gapinski was placed under arrest for Operating a Motor Vehicle While Intoxicated 7th offense and he was transported to Menomonie Mayo for an evidentiary blood test. After the blood draw was completed, Gapinski was incarcerated at the Dunn County Jail.

Gapinski is being charged with: OMVWI 7th offense, bail jumping, operating after driver’s license revocation 1st, open intoxicants in a motor vehicle, and speeding 80/60 mph zone.

"Pursuant to the direction of the Wisconsin Supreme Court, as found in Supreme Court Rule 20:3.6, Trial Publicly, you are advised that a charge is merely an accusation and that a defendant is presumed innocent until and unless proven guilty."
