POLK COUNTY (DrydenWire) – A Wisconsin man with a history of alcohol-related offenses is facing new felony charges after allegedly causing a high-speed crash in Polk County, WI, while intoxicated. Witnesses reported that Richard Manning, 55, of Barron, WI, had been driving erratically before striking another car at approximately 60 mph.
Law enforcement observed signs of intoxication, and Manning refused field sobriety tests and a breath test. With four prior OWI convictions and multiple open court cases, Manning now faces additional felony charges, including OWI - 5th offense and bail jumping, according to a criminal complaint filed in Polk County Circuit Court.
