WASHBURN COUNTY -- Winona Marie Urrutia, 25 years of age, from Cloquet, MN has been arrested by the Wisconsin State Patrol Spooner Post for operating a motor vehicle under the influence, 1st offense, with two children in the vehicle under the age of 16.
On 08-25 at 06:39pm Wisconsin State Patrol arrived on scene of several vehicles parked on the side of the road on Hwy 53 at Hwy 63. Upon approaching the lead vehicle the Trooper noticed a strong odor of burnt marijuana. Winona Urrutia advised she had smoked marijuana approximately 1 hour ago and also drove the van. Ms. Urrutia advised her two children were in the vehicle, one child being 8 years old. Ms. Urrutia was subsequently arrested for operating a motor vehicle while under the influence of a controlled substance. The children were released to a responsible adult. Ms. Urrutia was booked into Washburn Co Jail.
"Pursuant to the direction of the Wisconsin Supreme Court, as found in Supreme Court Rule 20:3.6, Trial Publicly, you are advised that a charge is merely an accusation and that a defendant is presumed innocent until and unless proven guilty."
