In Memory of Rosemary V. Davis


April 15, 1951 - August 27, 2024

Rosemary Vae Davis 73, of Cumberland, WI passed into the arms of our Heavenly Father on Tuesday August 27th, 2024. Rosemary was born on April 15th 1951 in Minneapolis, MN to Conrad and Rosemary (Talbot) Davis.

Rosemary’s faith was an important part of her life . She was baptized, confirmed and a life long member of the First United Methodist church. Rosemary expressed many times of her enjoyment of going to Sunday school, singing in the church choir, and how blessed she was to be able to go to whispering pines bible camp. She was grateful for having many wonderful Sunday school teachers and counselors in her childhood years.

Rosemary grew up in Cumberland and graduated from Cumberland High School. She was active in church activities, girl scouts, water sports, playing the coronet in the high school band and excelled in playing basketball, both in high school and college. Rosemary was a relentless advocate for the disadvantaged After graduating from the University of Wisconsin River Falls with dual degrees in sociology and psychology and receiving a masters degree in rehabilitation from the University of Wisconsin Stout, she commenced a forty three year career of committed public service. Forty of these years were spent working for Outagamie county where, starting as a senior manager, she aided in the development of a wide range of essential community programs through an effective network of contract agencies and community partners. With the creation of the Health and Human service department, her talents and compassionate leadership were rapidly recognized. She was elevated to Deputy Director in 1991 and appointed Director in 2004 until her retirement in 2019.

Rosemary leaves behind an accomplished selfless legacy that includes the development of children’s long term support services, comprehensive community services, the youth and family service division, enhancing youth justice services, and collaborating with regional jurisdictions to open the first multi-county Aging and Disability Resource Center. She is acknowledged as a dedicated public servant for which the residents of Outagamie County truly benefitted. Fellow employees described her as thoughtful, caring and engaged with staff. Generous with her knowledge and experience for their personal growth and betterment of the organization.

The simplest pleasures in life brought great joy to Rosemary. She loved spending time with her family and friends at her Hayward cottage. Enjoying the lake and wildlife. Her special canine companions, Buck and Docker brought her much joy and entertainment. Of course, living close to Lambeau field was a true blessing as Rosemary was an avid Packer fan and enjoyed attending games with friends and work colleagues. She never missed a holiday with her family. Enjoying every minute she could spend with her mother cooking and decorating. Rosemary’s departure leaves an unfillable void in our lives, yet we find comfort in the memories and everlasting love we shared.

Rosemary is survived by her mother, Rosemary T Davis , siblings, Bruce (Marie) Davis, Katherine Davis, Karen (Dennis) Jergenson. Nephews Thomas(Kristin) Davis, Jacob Davis, Erik( Emily) Jergenson; as well as a great niece, great nephews, cousins and friends Rosemary was preceded in death by her father, Conrad R Davis.

A family funeral service will be Thursday, September 5th with visitation at 10:00 am and service at 11:00 am with interment at Lakeside cemetery. Reverend Mike Brubaker will be officiating the service.

Skinner funeral home of Cumberland will be serving the family.
